ਮੀਡਿਆ ਏਜੇਂਸੀ ‘ਏਐਨਆਈ’ ਨੇ ਸੋਸ਼ਲ ਮੀਡਿਆ ਤੇ ਜਾਣਕਾਰੀ ਦਿੱਤੀ ਕਿ ਕੈਨੇਡਾ ਸਰਕਾਰ ਨੇ ਆਪਣੇ ਨਾਗਰਿਕਾਂ ਲਈ ਨਵੀਂ ਐਡਵਾਇਜ਼ਰੀ ਜਾਰੀ ਕੀਤੀ ਹੈ। ਇਸ ਐਡਵਾਇਜ਼ਰੀ ਵਿੱਚ ਕੈਨੇਡਾ ਨੇ ਆਪਣੇ ਨਾਗਰਿਕਾਂ ਨੂੰ ਸਲਾਹ ਦਿੱਤੀ ਹੈ ਕਿ ਜੇ ਉਹ ਭਾਰਤ ਦਾ ਸਫ਼ਰ ਕਰ ਰਹੇ ਹਨ ਤਾਂ ਉਹ ਭਾਰਤ ਦੇ ਕਿਹੜੇ-ਕਿਹੜੇ ਇਲਾਕਿਆਂ ਵਿੱਚ ਨਾ ਜਾਣ। ਪੋਸਟ ਮੁਤਾਬਕ ਕੈਨੇਡਾ ਨੇ ਕੇਂਦਰ ਸ਼ਾਸਿਤ ਪ੍ਰਦੇਸ਼ ਜੰਮੂ ਤੇ ਕਸ਼ਮੀਰ ਵਿੱਚ ਨਾ ਜਾਣ ਵਾਸਤੇ ਕਿਹਾ ਹੈ।

ਪੜਤਾਲ ਦੀ ਸ਼ੁਰੂਆਤ ਕਰਦਿਆਂ ਅਸੀਂ ਸਭ ਤੋਂ ਪਹਿਲਾਂ ਕੈਨੇਡਾ ਦੀ ਵੈਬਸਾਈਟ ਨੂੰ ਖੰਗਾਲਿਆ। ਅਸੀਂ ਪਾਇਆ ਕਿ ਪੇਜ ਦਾ ਅਪਡੇਟ ਵਰਜ਼ਨ 18 ਸਿਤੰਬਰ ਦਾ ਸੀ। ਪੇਜ ਦੇ ਸੈਕਸ਼ਨ ਮੁਤਾਬਕ ਕੇਂਦਰ ਸ਼ਾਸਿਤ ਪ੍ਰਦੇਸ਼ – ਜੰਮੂ ਅਤੇ ਕਸ਼ਮੀਰ ਦੀ ਯਾਤਰਾ ਤੋਂ ਬਚੋ। ਸੁਰੱਖਿਆ ਸਥਿਤੀ ਦੇ ਕਾਰਨ ਜੰਮੂ ਅਤੇ ਕਸ਼ਮੀਰ ਦੇ ਕੇਂਦਰ ਸ਼ਾਸਤ ਪ੍ਰਦੇਸ਼ ਦੀ ਯਾਤਰਾ ਤੋਂ ਬਚੋ। ਅੱਤਵਾਦ, ਖਾੜਕੂਵਾਦ, ਸਿਵਲ ਅਸ਼ਾਂਤੀ ਅਤੇ ਅਗਵਾ ਦਾ ਖ਼ਤਰਾ ਹੈ। ਇਹ ਐਡਵਾਇਜ਼ਰੀ ਕੇਂਦਰ ਸ਼ਾਸਤ ਪ੍ਰਦੇਸ਼ ਲੱਦਾਖ ਦੀ ਯਾਤਰਾ ਲਈ ਨਹੀਂ ਹੈ।
ਵੈੱਬਸਾਈਟ ਤੇ ਇਹ ਵੀ ਦੱਸਿਆ ਹੈ ਕਿ ਤਾਜ਼ਾ ਅਪਡੇਟ ਸਿਹਤ ਬਾਰੇ ਸੀ। ਪੇਜ ਤੇ ਅਪਡੇਟ ਦਿੰਦਿਆਂ ਲਿਖਿਆ ਹੈ, ਨਵੀਨਤਮ ਅੱਪਡੇਟ: ਸਿਹਤ ਸੈਕਸ਼ਨ ਨੂੰ ਅੱਪਡੇਟ ਕੀਤਾ ਗਿਆ ਹੈ – ਯਾਤਰਾ ਸਿਹਤ ਜਾਣਕਾਰੀ (ਕੈਨੇਡਾ ਦੀ ਪਬਲਿਕ ਹੈਲਥ ਏਜੰਸੀ)”
ਅਸੀਂ archive.org ‘ਤੇ ਪੇਜ ਦੇ ਆਰਕਾਈਵ ਦੀ ਦੀ ਜਾਂਚ ਕੀਤੀ ਅਤੇ ਪਾਇਆ ਕਿ ਇਸ ਪੇਜ ਨੂੰ ਅਤੀਤ ਵਿੱਚ ਕਈ ਮੌਕਿਆਂ ‘ਤੇ ਆਰਕਾਈਵ ਕੀਤਾ ਗਿਆ ਸੀ।

19 ਜੁਲਾਈ 2023 ਨੂੰ ਆਰਕਾਈਵ ਕੀਤੇ ਗਏ ਵੈਬਪੇਜ ‘ ਤੇ ਲਿਖਿਆ ਗਿਆ ਸੀ, “ਅਨੁਮਾਨਤ ਸੁਰੱਖਿਆ ਸਥਿਤੀ ਦੇ ਕਾਰਨ ਜੰਮੂ ਅਤੇ ਕਸ਼ਮੀਰ ਦੇ ਕੇਂਦਰ ਸ਼ਾਸਤ ਪ੍ਰਦੇਸ਼ ਦੀ ਯਾਤਰਾ ਤੋਂ ਬਚੋ। ਅੱਤਵਾਦ, ਖਾੜਕੂਵਾਦ, ਸਿਵਲ ਅਸ਼ਾਂਤੀ ਅਤੇ ਅਗਵਾ ਦਾ ਖ਼ਤਰਾ ਹੈ। ਇਹ ਸਲਾਹਕਾਰੀ ਕੇਂਦਰ ਸ਼ਾਸਤ ਪ੍ਰਦੇਸ਼ ਲੱਦਾਖ ਦੀ ਯਾਤਰਾ ਨੂੰ ਸ਼ਾਮਲ ਨਹੀਂ ਕਰਦੀ।
ਪੰਨੇ ਨੇ ਦਿਖਾਇਆ ਕਿ ਇਸਨੂੰ ਆਖਰੀ ਵਾਰ 6 ਜੁਲਾਈ, 2023 ਨੂੰ ਅੱਪਡੇਟ ਕੀਤਾ ਗਿਆ ਸੀ। ਇਹ 18 ਸਤੰਬਰ ਨੂੰ ਵੈਬਸਾਈਟ ‘ਤੇ ਮੌਜੂਦ ਜਾਣਕਾਰੀ ਨਾਲ ਹੁਬੂਹੁ ਮੇਲ ਖਾਂਦਾ ਹੈ।
ਇਸੇ ਤਰ੍ਹਾਂ, ਮੌਜੂਦਾ ਸਾਲ 2023 ਵਿੱਚ, ਅੱਜ ਤੱਕ, ਪੇਜ ਨੂੰ 13 ਮੌਕਿਆਂ ‘ਤੇ ਆਰਕਾਈਵ ਕੀਤਾ ਗਿਆ ਹੈ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਜੰਮੂ ਅਤੇ ਕਸ਼ਮੀਰ ਬਾਰੇ ਐਡਵਾਇਜ਼ਰੀ ਹੁਬੂਹੁ ਹੈ।
ਅਸੀਂ ਇਹ ਵੀ ਪਾਇਆ ਕਿ 2022 ਵਿੱਚ ਵੈਬ ਪੇਜ ਨੂੰ 24 ਵਾਰ ਅੱਪਡੇਟ ਕੀਤਾ ਗਿਆ ਸੀ ਅਤੇ ਜੰਮੂ ਅਤੇ ਕਸ਼ਮੀਰ ਦੇ ਹੇਠ ਲਿਖਤ ਵਿੱਚ ਕੋਈ ਤਬਦੀਲੀ ਨਹੀਂ ਕੀਤੀ ਗਈ ਸੀ।
10 ਜੁਲਾਈ, 2021 ਨੂੰ ਆਰਕਾਈਵ ਕੀਤੇ ਗਏ ਪੇਜ ਵਿੱਚ ਵੱਖਰੀ ਜਾਣਕਾਰੀ ਦਿੱਤੀ ਗਈ ਸੀ। ਜਾਣਕਾਰੀ ਮੁਤਾਬਕ ਲਿਖਿਆ ਸੀ,’ਅੱਤਵਾਦੀ ਗਤੀਵਿਧੀਆਂ ਅਤੇ ਹਿੰਸਕ ਪ੍ਰਦਰਸ਼ਨਾਂ ਕਾਰਨ ਜੰਮੂ ਅਤੇ ਕਸ਼ਮੀਰ ਰਾਜਾਂ ਦੀ ਯਾਤਰਾ ਤੋਂ ਪਰਹੇਜ਼ ਕਰੋ। ਇਸ ਸਲਾਹ ਵਿੱਚ ਮਨਾਲੀ ਰਾਹੀਂ ਲੱਦਾਖ ਦੀ ਯਾਤਰਾ ਅਤੇ ਲੇਹ ਦੀ ਹਵਾਈ ਯਾਤਰਾ ਨੂੰ ਸ਼ਾਮਲ ਨਹੀਂ ਕੀਤਾ ਗਿਆ ਹੈ।’
ਅਸੀਂ ਇਹ ਵੀ ਪਾਇਆ ਹੈ ਕਿ ਕੈਨੇਡੀਅਨ ਨਾਗਰਿਕਾਂ ਨੂੰ ਦੇਸ਼ ਵਿੱਚ ਅੱਤਵਾਦੀ ਹਮਲਿਆਂ ਦੇ ਕਾਰਨ ਭਾਰਤ ਵਿੱਚ ਉੱਚ ਪੱਧਰੀ ਸਾਵਧਾਨੀ” ਵਰਤਣ ਦੀ ਤਾਕੀਦ ਲੰਬੇ ਸਮੇਂ ਤੋਂ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਇਸ ਸਾਵਧਾਨੀ ਦਾ ਸਭ ਤੋਂ ਪੁਰਾਣਾ ਰਿਕਾਰਡ ਸਾਨੂੰ 19 ਨਵੰਬਰ, 2017 ਨੂੰ ਆਰਕਾਈਵ ਕੀਤੇ ਸੰਸਕਰਣ ਤੋਂ ਪ੍ਰਾਪਤ ਹੋਇਆ ਜਿੱਥੇ ਇਹ ਕਿਹਾ ਗਿਆ ਹੈ, “ਹਰ ਸਮੇਂ ਦੇਸ਼ ਭਰ ਵਿੱਚ ਅੱਤਵਾਦੀ ਹਮਲਿਆਂ ਦੇ ਲਗਾਤਾਰ ਖਤਰੇ ਦੇ ਕਾਰਨ ਭਾਰਤ ਵਿੱਚ ਉੱਚ ਪੱਧਰੀ ਸਾਵਧਾਨੀ ਵਰਤੋ”।
ਅਸੀਂ ਨਵੀਂ ਦਿੱਲੀ ਸਥਿਤ ਕੈਨੇਡਾ ਦੇ ਹਾਈ ਕਮਿਸ਼ਨ ਨਾਲ ਵੀ ਸੰਪਰਕ ਕੀਤਾ। ਹਾਈ ਕਮਿਸ਼ਨ ਨੇ ਨਿਊਜ਼ਚੈਕਰ ਨੂੰ ਪੁਸ਼ਟੀ ਕੀਤੀ ਕਿ ਜੰਮੂ ਅਤੇ ਕਸ਼ਮੀਰ ਬਾਰੇ ਅਪਡੇਟ ਤਾਜ਼ਾ ਨਹੀਂ ਹੈ। “18 ਸਤੰਬਰ ਦੀ ਅਪਡੇਟ ਕੀਤੀ ਯਾਤਰਾ ਸਲਾਹ ਸਿਰਫ ਸਿਹਤ ਸੈਕਸ਼ਨ ਅਪਡੇਟ ਲਈ ਸੀ। ਜੋਖਮ ਦਾ ਪੱਧਰ ਅਤੇ ਖੇਤਰੀ ਸਲਾਹਾਂ ਨਹੀਂ ਬਦਲੀਆਂ ਹਨ।
Conclusion
