कालापानी भू-भाग विवाद क्या है? (What is Kalapani Dispute?)
कालापानी भारत(India) और नेपाल(Nepal) की सीमा पर स्थित एक विवादित भूमि स्थल है. 35 स्कवायर किलोमीटर में फैले इस भू-भाग पर भारत और नेपाल दोनों अपना अपना दावा करते आयें हैं. यह भू-भाग वर्तमान परिपेक्ष्य में उक्त भू-भाग नो मैन्स लैंड (No Man’s Land) के रूप में स्थापित है. हालांकि भारत और नेपाल के बीच में सीमा से जुड़े करीब 97-98% भूमि विवादों का द्विपक्षीय सहमति से समाधान निकाला जा चुका है लेकिन अब भी कालापानी और सुस्ता नामक दो भू-भाग विवादित क्षेत्र की श्रेणी में आतें हैं.
कालापानी भूमि विवाद से जुड़ी प्रमुख घटनाएं
कालापानी भूमि विवाद (Kalapani Land Dispute) ब्रिटिश राज से ही चला आ रहा है तथा स्वाधीनता प्राप्ति के बाद भी भारत और नेपाल इस भू खंड पर अपना-अपना दावा ठोकते आ रहें हैं. विकिपीडिया के अनुसार 1997 में भारत और चीन के बीच हुए द्विपक्षीय समझौते के नतीजन जब लिपुलेख पास को खोला गया तब नेपाल ने इस पर अपना पुरजोर विरोध दर्ज कराया था. नेपाल के विरोध के बाद दोनों देशो के बीच इस विवादित भू खंड को लेकर द्विपक्षीय वार्ता शुरू हुई तथा वार्ता के फलस्वरूप जॉइंट टेक्निकल लेवल बाउंड्री कमेटी का गठन किया गया जिसने भारत-नेपाल के बीच सीमा विवाद के करीब 98% मामलों का निस्तारण किया लेकिन कालापानी (Kalapani) और सुस्ता (Susta) दो ऐसे विवाद हैं जिनका हल निकलना अभी बाकी है. बता दें कि हाल ही में भारत सरकार द्वारा जम्मू और कश्मीर से अनुच्छेद 370 (Article 370) हटाने के बाद नया नक्शा जारी किया गया था जिसमे कालापानी को भारत का हिस्सा दिखाया गया है जिसकी वजह से कालापानी भू भाग विवाद फिर से सुर्ख़ियों में है.
भारत द्वारा जारी किया गया नक्शा
भारत सरकार के सूचना एवं प्रसारण मंत्रालय द्वारा एक ट्वीट के माध्यम से भारत के नए नक़्शे की जानकारी दी गई. यही नक्शा केंद्रीय मंत्री जितेंद्र सिंह के द्वारा किए गए ट्वीट में भी वर्णित है.PIB India #StayHome #StaySafe✔@PIB_India · Nov 2, 2019

नेपाल को भारत के नए नक्शे पर क्यों है आपत्ति?
दरअसल नेपाल का मानना है कि विवादित भूखंड उसका है और भारत के नए नक्शे में कालापानी को भारत ने अपना दिखाया है.

WITH protests mounting, Nepal Prime Minister K P Oli said on Sunday that the Kalapani area at the tri-junction of Nepal, India and Tibet belonged to Nepal, and “India should immediately withdraw its army from there”. It was Oli’s first public response to a controversy triggered by official India maps released recently that included Kalapani, an area located on the western edge of Nepal.
India on Thursday said the new political map of the country did not revise anything as far as the border with Nepal is concerned. The response came after Nepal’s foreign ministry complained that the map depicted Nepali territory of Kalapani as part of the Indian state of Uttarakhand.
